Chesapeake's geography is the thing that shapes certification. An operator in Deep Creek and an operator in Greenbrier are in the same city and forty minutes apart in traffic. Add a test-center appointment somewhere else in Hampton Roads and a manager loses most of a working day, which is usually why the certification has been on the to-do list for months rather than done.
Removing the drive is the whole value here. The exam is the same accredited exam either way — what changes is that it happens in your office at 9pm instead of costing you a shift.
Retail food is a bigger share of Chesapeake than of its neighbours

Multi-site and multi-shift operators generally want depth, not the bare minimum. If you're certifying several supervisors, group certification gets volume pricing and a single invoice, and food handler training covers the rest of the crew at $19 a head without anyone sitting a proctored exam.
What the rule actually says
Food establishments in Chesapeake are inspected under the Virginia Food Regulations. The certified food protection manager requirement, 12VAC5-421-55, reads:
"At least one employee with supervisory and management responsibility and the authority to direct and control food preparation and service shall be a certified food protection manager, demonstrating proficiency of required knowledge and information through passing a test that is part of an accredited program."
The regulation also exempts some establishments — those serving only non-time/temperature-control-for-safety food, and those that only reheat or cold-hold commercially processed, fully cooked foods (and do not cool them).
