What tends to trip Virginia Beach operators up

Confusing the manager credential with a handler card

These are different things and they cost very differently. The certified food protection manager credential is the one tied to 12VAC5-421-55, takes a proctored exam, and lasts five years. A food handler card is training for the rest of the crew. Buying 20 manager certifications when you needed one manager and 19 handler cards is the most expensive mistake we see, and it is why we ask what you're doing before we take payment.

Certifying only one person

The regulation sets a floor, not a staffing plan. In a seasonal city with turnover, an operation with exactly one certified manager is one resignation away from a gap. Many Oceanfront operators keep two certified — usually the GM and the strongest kitchen supervisor — and group pricing makes the second one cheaper.

Leaving Spanish-speaking staff to sit an English exam

A large share of Virginia Beach kitchen staff work better in Spanish. The course, the exam, and the proctor can all be in Spanish at no extra cost, which produces a manager who actually understands cooling and holding rather than one who guessed their way through the questions.

What the rule actually says

Food establishments in Virginia Beach are inspected under the Virginia Food Regulations. The certified food protection manager requirement, 12VAC5-421-55, reads:

"At least one employee with supervisory and management responsibility and the authority to direct and control food preparation and service shall be a certified food protection manager, demonstrating proficiency of required knowledge and information through passing a test that is part of an accredited program."

The regulation also exempts some establishments — those serving only non-time/temperature-control-for-safety food, and those that only reheat or cold-hold commercially processed, fully cooked foods (and do not cool them).
