A city where the certification problem is timing
Downtown Norfolk food service is unusually varied for a city its size. Independent restaurants along Granby Street and through Ghent, the Waterside District, hotel and conference catering, dining contracts at ODU, EVMS, and the hospitals, plus commissary and ghost-kitchen operators cooking for delivery. What almost all of them share is that the supervisor who needs certifying works the service, and the service does not stop mid-week for a test appointment.

Contract and institutional kitchens
More Norfolk food workers are employed by a food service contractor than most people expect. If you supervise a dining hall, cafeteria, or concession stand, two separate things can be true: the state requires a certified food protection manager, and your employer requires its own annual training. What the rule actually says
Food establishments in Norfolk are inspected under the Virginia Food Regulations. The certified food protection manager requirement, 12VAC5-421-55, reads:
"At least one employee with supervisory and management responsibility and the authority to direct and control food preparation and service shall be a certified food protection manager, demonstrating proficiency of required knowledge and information through passing a test that is part of an accredited program."
The regulation also exempts some establishments — those serving only non-time/temperature-control-for-safety food, and those that only reheat or cold-hold commercially processed, fully cooked foods (and do not cool them). What we can't tell you
Norfolk's inspections are carried out by a state health district applying the Virginia Food Regulations, and we are not aware of a separate Norfolk certification ordinance. We will not invent one. Institutional and contract food service — hospitals, universities, stadium and terminal concessions — frequently layers employer policy on top of the state rule, and that policy is not something we can look up for you. For the regulatory question, the Norfolk Health Department is the authority; for the employer question, ask your operations director.

- Institutional food service in Virginia is inspected under the same food regulations, so the certified food protection manager requirement applies to the person with supervisory authority over food preparation. Large institutions often have their own internal training policy on top of the state rule; check that with your employer, and check the regulatory side with the Norfolk Health Department.
- The regulation attaches to the food establishment's supervisory employee, so the answer depends on how your operation is permitted — as your own establishment, or under the kitchen's permit. We cannot determine that from a website. The Norfolk Health Department can tell you which permit covers your catering, and once you know that, the certification you need is straightforward.
- Accredited exams can be taken at physical testing sites or remotely proctored. We only do the remote version, because that is what restaurant schedules can absorb.
